No, if you can’t afford to throw a party, don’t.

If you want them to bring food or drinks, state that in the invitation.

This. In fact, unless I’ve expressly asked someone to bring something beforehand, I hate it when people bring stuff to any party that I’m throwing.

If throwing a party is out of your budget I can’t imagine the type of person you would invite to said party.
