I've also noticed some auto manufacturers are back to 0 percent for 60 months and $5500 rebates for some gasoline vehicles. It looks like they fully expect the Fed to drop the Feds fund rate by a lot before the end of 2024.

They’re just hammering you with a fee to buy down the interest. There’s no such thing as interest that cheap right now.

I read this week though that sales of EV's rose in the 4th qtr. So I do think they are selling them but just not at the rate they anticipated.

But I also think dealers have a lot of cars not moving on the lots. A year ago, lots were empty, especially the truck lots. Now they are filled up. This is why the financing deals are coming back.
Cars increasing in price by 30% the last 2 years is a big issue as well.
