After that incident, this same country who instigated a coup allied itself with a man named Saddam Hussein and gave him money and weapons to invade the other country, which resulted in 1 million deaths for the country who had just overthrown its dictatorial regime.

I guess all that doesn't sound as good as "the world's greatest state sponsor of terrorism".
