Yes. But the movie doesn't work without Potter. I do hate Potter, he's one of the most vile scum to ever be on screen.....
But the movie doesn't work without him. And he isn't annoying or forgettable. He's the antithesis of George and allows us to see a man who rises above that. He's an essential villain, even if I hate him.
Rose Tico actively works against the plot of the film, has no redeeming qualities and is the clear pillar of the problems with the modern trilogy. And she makes a hero make a stupid, pointless decision.
She's a dumb character.
If the tournament was "Most Vile" character or greatest evil character, Potter should win in a landslide.
But Rose Tico is hateable for a plethora of reasons, while Potter is essential to the hero journey and while we hate him, he is necessary.

The difference between the two is Mr Potter was written as a vile scumbag, and that's who he was on screen, and everyone hates him.
Rose wasn't written to be a hated character. Her character is without a doubt hated, but that hate should be more with the director/writer, not the the character. It's not like she was acting to be hated by the audience. Potter was acted to be hated by the audience.
I could say the same about Rose from Titantic. She wasn't written to be hated, but she is hated, just like Rose Tico.
I guess when i think about it like that, now that i've written that, i appreciate the hatred of a character like Potter a lot more than that of both Rose's, but i guess I should hate the Rose character more simply b/c of the ignorance they were written with.
The fact that i hate Potter is something i was supposed to do. I wasn't supposed to hate the Roses, but I do, so i think that hatred carries a bit more weight.

This tournament is confusing me more.
I guess the only answer is which character makes you want to jump through the TV and strangle them or at the very least stop them or try to change them for how they are hurting the lives of others.
Of the ones left that fit that role:
Nurse Watched
Jenny
Mr. Potter
Commodus
Fernand Mondego
Warden North
I don't really care about awful or annoying characters (Jar-Jar, Rose Tico) but awful humans portrayed on screen.
