No, you fricktard, that's not it. It's because just a cursory reading of the bill reveals that it's bullshite that not only allows the invasion to continue, but codifies it into law.

Republican voters are getting more difficult to deal with and fool. Poor Mitch. He wanted to craft the legislation which ensured an open border forever.

People need to pay attention to this part. It was never about securing the border. It was always about keeping the money laundering operation going.
