Charity begins at home - we are (once were) a society that took it upon themselves to take care of unfortunate situations. But they would not just pile money up and let people come take however much they wanted. They tried to be helpful, but expected to be helping moral people. If you insulted them for their efforts, they might well just turn to a more appreciative subject.

Yes - individuals making their own decisions about what behaviors to encourage and what behaviors to ignore. If someone wanted to act like as a-hole, he'd need to find an a-hole-lover to feed him.

Charity hospitals were established who would render basic medical needs for anyone in need. Communities came together to assist people whose homes burned down. Hoboes coming thru the area were treated with kindness, and unless they were offensive or dangerous were usually given basic food needs.

Today that ethic has been rudely shoved to the sideline and even mocked. Big daddy govt takes the money from the responsible public and distributes it to the undeserving in exchange for their 'votes'.
