I will say that CA is at least putting forth some effort to make good use of their drought and wildfire reprieve. They're carrying out good prescribed burns, pile burns, etc. It is a big hole to climb out of, but they're at least using their wildland crews in the slow time to try to get some control.
A lot of this flood is due to past fires. Burn scars are problematic in normal rains. In this deluge they are big threats. It is a cycle, though. Land grows up, the rain and snow stops, everything dries out, fires burn through, rains return to flush it all out, and new growth takes off. Managing that cycle is key.
