Rounded corner feels like a plastic/wooden corner molding of some kind. (not molding but I don't know what you call it.. makes edge rounded rather than 90 degree). Pic below doesnt show too well but I think its covered with mud then paint but it has chipped off.

Anyone know how to finish this prior to new paint ?

Thanks.

Something like this, but if you're just doing one corner I wouldn't waste money on a specialty tool without trying to mud and sand it by hand first.

It's called a corner bead. You should be able to just sand that mud that there and cracked down to make it smooth, unless I'm see that wrong and the bead is what's cracked.

Mud it
Sand down with single sheet of sandpaper
It will follow the rounded edge

I have several of these corners in my home. I just purchased a molded round corner piece at Home Depot that is plastic and floated it in.

Looks cool.
