Ridiculous amounts of paperwork, a ban on profiling, and generally the inability to crack skulls and work with informants.
The consent decree basically says that policing in an urban city should be handled the same way as policing in Mandeville.
It’s just not realistic.
The hell of it is, we got the consent decree because of corruption. I’m not sure it’s better now, and we can’t aggressively police anymore.

The consent degree is a variation of the model they started in Furgeson to stop "corruption" translation....arresting any black person.
They then "rolled" it out to Baltimore and various other cities. In every case the crime rate skyrocketed.
