Troopers could make a difference if they were turned loose to crack some skulls. It would take a Wild West style approach to law enforcement to make a noticeable difference in that hell hole.

I mean LSP troopers are still significantly scarier than NO or BR city cops. Especially that they do what the governor asks basically is how I understand it then yes
