This just isn't true. Maybe in your field it is common, but most decent work environments don't shite on employees by rule. Hiring and training is expensive. The challenge really is if the employer accrues vacation time, there's no way a new employee really has it banked early on...
You can't really schedule around a job search. Some companies may hire you on the spot, while others drag the process out for months.
