Assuming everything reported here is 100% true and factual, could Biden be impeached and convicted for something he did before he was president?

Not just "before he was President" but when he was just a regular citizen who had not even decided to run for President? How is this even illegal?
But, the short answer to your question is, Congress is pretty much free to interpret "high crimes and misdemeanors" however it wants, so yes he could be impeached for it. Democratic Senstors would never convict, though.
FTR, I'm all for investigating these matters. If evidence of actual crimes is found, then screw impeachment, just convict him.
