Yes the Louisiana DOTD and Dept of Education are both known as a bastions of excellent work product and efficiency. And neither of them get money from other sources such as gas taxes, fees from vehicle registrations and property tax millages.

You can add local school districts to this too.
I was looking at a directory of a local school district and was amazed at how many head of x, y, and z departments or programs they had for each federal program or state grant.
Some were former teachers that could be in the classroom but were enticed to a new central office position since they got a grant for it and a pay raise.
That could be a lot of fat to cut out of government. I even learned this year that for migrants they are eligible for free uniforms and other school supplies. But if you are a regular citizen, you don’t qualify.
