I don't think they had a military need to either.
Fortunately, their leaders weren't convinced investing in atomic weapons was worth it. And they had a lab accident that pretty much torpedoed their efforts.
OTOH, if they really invested in its development I doubt they would have been incapable of finding a delivery system for it.

Perhaps a Kamikaze mission to NY harbor on a UBoat. But, that would have low probability of success.
