While I don't disagree that big government likes to enact legislation to ensure optimal tax revenues, it doesn't exactly apply here. Cigarettes and OTP (Other Tobacco Products) are taxed differently. Most nicotine pouch (TDN) users were already users of OTP and in most tax jurisdictions TDN and OTP are taxed the same. If the Fed was truly worried about losing Cig tax revenues they would be opposed to the FDA national flavor ban (menthol) which at top estimates would result in a 30-35% decrease in Cigarette tax revenues. All that to be said, Congress is looking to double the federal excise tax on cigarettes. Both legislations would likely happen after the November election, due to the major impact to the democratic voter base.
