I think usually it is because the fiber companies can't get access to install and run cables within the building. Whether that is because some other company owns the rights to route cables within the building or the HOA isn't granting permission to do work inside, who knows. But that is typically the hangup. It is a lot of work to run fiber throughout those buildings.
