Does each position get X # of 5 stars or is it just the best 32 players get it. So if it’s a loaded DB class can you have 10/32 5 stars be from the same position?

It’s not a certain number per position. It’s the 32 that project as first rounders. Just like in the draft, you’ll see it weighted towards those impact positions (QB, DT, OT, etc)

Not "officially". You have to read between the lines. They will bump or drop a kid at the line because of positional preference. Last week in the 247 rankings article, they specifically mentioned "we felt we needed more CBs in that range" as a caveat for ranking one amongst the 5*s. There is no rhyme or reason to how they do things. A QB/DL vs almost any other position with the talent close will get the advantage purely based on position not who they feel is the better prospect. A reason to bump/drop a kid will simultaneously be used in the opposite direction for another.
