Weatherby Vanguard in .308
Vortex Diamondback 4x12x40
If you want to go a little cheaper you can get the Howa rifle which is essentially the exact same gun as the weatherby vanguard for about $150 less.
Howa 1500 in .308
For someone new to the game, go with one of the popular and available calibers. It doesn’t have to be .308, but I would stick to .308, .270, 30-06.
