Arm strength? No it's not. Almost every scouting report you see says he has the ability to make all the throws. His biggest knock in all the scouting reports is his patience in the pocket/not going through all his progressions.

Daniels' arm strength and accuracy are less dangerous to other parts of the field. He doesn't always have the velocity to fit tight windows, and his accuracy in the 1-20 yard range comes and goes.
Prime Time Sports
Jayden Daniels’ main weakness is his arm strength.
You do not have to have a cannon to be good in the NFL (Drew Brees and Payton Manning didn't), but I will stand by the statement that arm strength or impressiveness is his worst attribute.
