Incorrect,,, the property owner starts the process by requesting to be annexed. It cannot be initiated by the city
MOP was out there lobbying certain businesses to request annexation, and they used the fricking railroad right of way to avoid neighborhoods. Most of those neighborhoods had a lot of minorities, but you only heard St.G. was racist.
Funny how after St.G. pared down its footprint for the second petition (you know, because they hate *******), the City of BR didn't go full court press to try to get those neighborhoods to request annexation.
Man...I'm starting to get pissed again.

It started way before Broome and MOP.

In his third term, Holden was faced with an effort to create the new city of St. George, an issue that divided parish residents while threatening to redirect millions of dollars from the city-parish coffers. Holden was restrained in his public comments about the effort, but behind the scenes, he and his team worked strategically to dismantle it.
Holden directly met with representatives from the L'Auberge Casino and the Mall of Louisiana, successfully persuading them to be annexed into Baton Rouge, ensuring their sales tax dollars could never be used for St. George. Although he was successful in striking major blows to the proposed city, he did little to mend fences, leaving the door open for renewed efforts in the coming years.

Don't forget creative use of Ward's Creek and the interstate right of way so they could grab more businesses off of Siegen/Rieger Road, like The Advocate and Lipsey's place.
