Correct.
Sewerage and Water - parish service, already provided and paid for by taxpayers
Garbage and recycling - same
Sheriff - same
EMS - same
Fire (St. George) - exclusively paid for by St.G. residents.
They beat their chest about having a police department and the costs for that, but that's not required - they can stand pat with EBRSO (at least, for a while).
Schools?
They don't even have a district yet - so it's a parish-wide expense and is already paid for.
