This is a federal highway. States can toll federal highways? And wouldn't most of the funding for a new I-10 bridge come from the feds?

I-10 being a piece of crap is a national security issue, but we can’t spend federal money to fix it because muh Russia.

Kansas tolls part of I35 and Oklahoma tolls part of I44, so apparently there is some way for them to do so.
