Agree, it's crazy.
However, and I am not sure it's planned this way, it might be crazy like a fox. That is, the district is SO bad as to be considered a racial gerrymander and get thrown out.
They should really just go with Mike Johnson's idea and refuse to change until all legal avenues have been exhausted.

The fear is that next month Dick redaws the map, it takes effect, and won't get thrown out / reversed in time for the 2024 election. And that map Dick puts out will be way worse.
This is the very definition of "no good options so choose the lease bad one"

Or draw the maps with two “minority majority” districts that are 51% black and dare the court to challenge it.
