The smaller ones get whacked all the time. The bigger creators usually get a pass. There is no defense of YouTube's copyright policy. They regularly frick creators of all types, ignoring outright theft, and letting accounts continue outright stealing content. Reaction videos are just a part of that. YouTube laughs at copyright law. Much of it is done by large accounts that scour social media for content to steal and post. If they do get taken down (rarely happens these days), they just move onto another account. It is blatant theft.
Hell, the move now for bigger, shady accounts is to steal content, post it, then file a copyright claim against the original creator. YouTube, more often than you'd think, sides with the thief.

It's up to the copyright holder to ask YouTube to delete videos. It's not YouTube's job to do their work. If the copyright holder doesn't care, why should YouTube?
