No. This isn't a budget deal. He needs a budget deal or the government shuts down. I know some of you think that's a good thing, but it has never worked for Republicans.

This, on the other hand, doesn't need to get passed and therefore there is no pressure on Johnson to pass anything. It probably won't even get a committee hearing.
