It has a bearing on the financed amount when you have to factor in enough to payoff the trade-in.

It doesn't if it's either paid off or you have equity at the time of trade. When you owe 2,3 or 5 thousand bucks, that has to be added into the amount financed unless you think the dealer should just swallow the negative equity.

A trade in doesn’t affect sales price but it does loan amount if he has to roll over that amount into new loan.

Not affect the negotiated price, true. But it would absolutely affect the monthly hit if he was totally upside down on his trade in

That's correct, but it has everything to do with the monthly payment if you're upside down on the loan. The original loan still has to be paid.
People who are bought 10-20k over are stuck and will be stuck for a while.
