Based on the list the OP provided, she is clearly propped up by some "organization" to basically just make an example of how stupid local government can be, right?

Here's a Post article about her that lists some things she's done.
I was off on some of my numbers. Her total salary from her two positions if roughly $300K and the town is around 25,000 people with a median income of $24,000.
I was going from memory.
She's routinely lampooned on YT. That's how I heard about her.
