The population of that city has been cut in half since the 60's. Its fallen from 15k to 10k since the 90's.
What little tax base remains is dying out so you end up with a crumbling city infrastructure, gangs and drugs all over, and a mayor that has no idea how to accomplish anything constructive.

ITEP screws over the tax base because the paper mill, which is really the source of the problem in Bogalusa, doesn't have to pay property taxes.
