only 14 of 29 signees/commits are early enrollees and will be in for spring practice, so should easily be under the 85 in the spring (if it even matters). Getting to 85 by fall camp will be the issue.

At the end of spring practice coaches will be telling players at all programs who won't be having their scholarships renewed. They will be able to assess how many transfers they will seek to fill needs at certain positions and perhaps leave a spot or two for a potential surprise transfer during the summer. Any unfilled scholarships could be awarded to a walkon during fall camp.
