It all depends on if the trash can is at the curb before or after it has been emptied
Before: Free game to put whatever you want in there
After: I wouldn't put a bag of poop in someone's trash can that will sit in their drive way for a week

After: I’ll give it a 24 hr grace period to take “your” bin back to its hiding place. After that, if there is a publicly owned bin (which most trash cans are) within the public ROW, I’ll treat it like what it is. A public trash can.
