Well there could be an empty can on the road that's been picked up but owner hasn't brought it back to the house yet.
Mine will be there from 730AM pickup until 630 pm when I get home from work sometimes.

I've seen people put dogshit in someone else's bin within minutes of the garbage being picked up. Not cool, imo.
