Adams is framing the actual dispute as with the bus companies. NYC is mandating what times and what locations the buses can drop off. That pretty much keeps it a local matter, not federal, and although his rhetoric is directed toward Abbott, from a legal standpoint, he's acting toward bus drivers operating in his city.
