I think so but I think it only applies to certain whites. For some reason I think its another term for "poor white trash". Then you have honky. Don't know if that applies to specific whites are not.

But seriously, if some random black person yelled out "hey cracker" or "hey honkie" would anyone be offended? I can honestly say I would likely laugh. I went to public school that was close to 50/50 white/black. In elementary and middle school I remember we all used to tell race jokes, call each other names. The black kids had the funniest jokes about black people. "How you stop a black person from jumping up and down on your bed? but velcro on the ceiling". That's a safe and clean one, but I remember, for some reason, the jokes about Chinese were very popular with both the white and black kids.
