Willingham was hardly unqualified, especially considering he had more success at Stanford where it's basically impossible to win consistantly, than any coach since Pop Warner in the 20s, including Bill Walsh. He had a better record than Weiss at ND. Walked into a horrible situation at Washington and couldn't turn it around, which he acknowledged

He was successful at Stanford, but proved to be unqualified to be the HC at a major program by failing miserably at two major programs.
