It's a soundbyte and also contrary to all empirical evidence.
Both Nippon Steel and Kawasaki Steel have been in the USA about 30 years and their track records for profitability and turning around dying properties are incredibly good. Far better than US Steel, by a landslide.
The Nippon facility in South Bend has been going strong for decades and the Nippon facility in Mobile is expanding rapidly. Kawasaki turned around the disaster that was American Rolling Mills in Dayton and it formed the profitable core of what is now Cleveland Cliffs steelmaking group.
