Is there such thing as a wrecker type service, except you charge a stranded EV to like 10% to get them to the next charging station? Seems like there might be money in that

no, but they do produce power when rolling so if towed by a regular tow truck, it self charges as it rolls, but the amount is marginal so you would have to tow it for hours to get to 10% power levels from that
