No you can’t. When I fly I choose whether to get a squawk or not. This is a transponder setting that allows the ATC to easily track the plane. Every plane flying VFR is squawking 1200, except for those with flight following. You can identify the planes with unique squawks, which is the ones with flight following plus all of the IFR flights.
