The best interpretation I've seen is that it's referencing Abraham specifically, not the nation.

Who’s talking in Genesis 12:3? The LORD.

Who the hell is the LORD? Answer: Jesus

You might have missed all the “Jesus is LORD” Bible verses and hymns in church.

In Genesis 12:3, the LORD (Yahweh, which Christians believe is the pre-incarnate Jesus) was talking to Abraham.
