Maybe he goes to college in a reasonably large and walkable town with public transportation? My kid is a sophomore and hasn’t needed one yet.

Works on campus and uses campus transit bus trips to get needed dorm items, etc. Paid for most of his tuition/room & board with his work and academic scholarship. Will graduate in May owing nothing for tuition.
