If that is the 4, I think you're right - they wouldn't want Michigan and Texas in the semis.
I think they can justify Texas at 3 in your first scenario easier than Washington at 1 in your second. Michigan just gave up 0 points in the champ game and Washington has SEVERAL close games this season.
You can make the argument Texas looked better because of today's game and put them at 3rd much easier I think.
