Maybe, but I'd be more inclined to believe he green lit the operation than took part in the planning. Evil and racist, sure, but LBJ wasn't too bright. Smart enough to know when to shut up and let things happen, but that's about it.

The reason why I say the white supremacists is JFK was about to pass his civil rights act through congress. Plus a few months earlier JFK embarrassed Gov. George Wallace on national TV with Wallace's stand in the school house door at Bama.
Plus supposedly Bobby Kennedy as AG and LBJ hated each other.
