Because at the end of the day they need money to fund their dreams.

Yeah, I guess this was MSFT's roundabout way of getting him to stay while appeasing the board. Basically if those employees "leave" to join Altman they are still under the same corporate umbrella since MSFT was so heavily involved in OpenAI. What a botched job!
