This is one of the main reasons restorative justice gained traction.

We need a lot more low-security prisons that are rehabilitation-focused (which should be cheaper to run) so that judges and prosecutors don't have to feel like they are throwing a non-violent offender to the wolves and building a worse criminal who is far more likely to commit violent crimes.

We can't prevent the cycle for everyone but we can almost ensure it becomes a cycle for almost anyone when we house them with much more serious offenders.

I know this exists to a certain extent, but it seems like such a simple solution. Even different wings or buildings in the same prison.

We shouldn't be putting non-violent offenders in with the worst of the worst.

"Preventing the cycle" is one way to say "removing a revenue source from the state"
