Federal laws resulting from the bank runs 100 years ago requiring that Federal Reserve Banks close no longer than 72 consecutive hours. A lot of states followed suit and made it apply to State Banks too.

There is a lot of grey understanding of OCC’s rules there. The rule isn’t great and dates back to Depression ERA. But the 3-day/72 hour rule really doesn’t explicitly exist and was written more for uncontrollable events than holidays. The OCC has been asked many times to be more definitive but they’re the gov’t and do whatever they want.

From a Bankers Online FAQ:
