I’m not sure if it is legal to spread ashes just anywhere.

Just looked it up and here is what I found:
It isn’t legal to scatter your loved one’s cremains in a sports stadium. Many stadiums don’t have an official policy on found cremation ashes. In all likelihood, they will end up in the garbage. And you will get a monetary fine and community service.

Charter a small plane like a Cessna to do a fly over. Not illegal to dump them that way. Discuss with the pilot ahead of time, they get these kind of requests pretty often.

My step dad was a pilot for 50 years and he owned/chartered flights for extra income to help keep his planes maintained and he would do a couple of these a year.

These days you could probably do this with a drone. If a Ukrainian can eradicate a squad of Russians in a trench with an air dropped grenade then you could spread ashes in a similar fashion.

I find it odd how many get their ashes spread in the Haunted Mansion at Disney.
