Happens all the time.
They'll find sections and rows selling at high profits and hope to secure seats in that section and when things fall through, blame it on the seller and offer a refund or replacement tickets for something that was never for sale in the first place.
One of the hottest ticket lotteries out there right now is the Savannah Bananas. Before one ticket was distributed to anyone they were already on sale on those resale sites and the organization called them out on it.
