It's a tough question to face.

It's no coincidence that the Baltic states coexisted together the best, when they were under the boot of someone else (the Austro-Hungarians, then the Nazis, then the Soviets). Similarly, the Middle East was more unified while occupied by the Turks, then other colonial powers.
Was this a "good" thing? No, but it was the only effective means of keeping the peace. We don't understand it, because we don't understand hate. We don't hate the way they do. You can't appease that.
