All you have to do is *something.* It doesn't matter if you fire the shot, but you doing anything unfreezes everyone else from their stunned state. One of my favorite of Murphy's Rules of Combat is, "Anything you do can get you killed, including doing nothing." Do ANYTHING.
The problem? Risk avoidance training that occurs all over the west, including LEOs. Not excusing inaction, but if you're 32 years old and have a wife, the factor of getting fired is not zero. We saw a lot of this in COVID, where my doctor couldn't approve a vaccine exemption based on conditions she'd treated me for previously, because the major health consortium told her what she was allowed to do, and not allowed to do, regardless of her clinical experience with me.
