Foreign aid is a rounding error. Literally no one has the guts to cut anything or raise taxes in a way significant enough to affect the budget math.

It's more personal. Politicians don't run 'to serve the public'. They run to make money. It's easy to spend other people's money and they get paid to direct where that money goes.
