Man I don't know. Watson's performance post-BOB almost made me make a thread stating the opposite.
BOB is an all-time terrible GM but was a good coach.
It's fitting he's back in NE with the GOAT coach who happens to be a below-mediocre GM

I wouldn't say easily, Carmichael has a solid argument for consideration. If you want a good laugh, go check out some of the videos breaking down the offense against TB last week. Regardless of the distance, on 3rd downs he would have at least 3 or 4 WRs 20+ yards up field. Would routinely completely vacate the middle of the field (not even a crosser to draw the safetys up or LBers back). Designs plays with multiple receivers going to the same spot (especially downfield). Never uses motion, shifts, or PA.
